Does a full license reduce insurance premiums over a provisional license(NOT learners permit)?

In my state and probably many others now as well, there are three License tiers: Learners Permit, Provisional Drivers License, and Full License. Learners permit is pretty much self explanatory, you have to drive with a parent/guardian only and must hold it for 9 months to get to the Provisional License in the middle which allows you to drive fully unsupervised after you turn 18 with many restrictions before 18 but still carries increased penalties(what they consist of I am not sure but they are nonetheless there only for Provisional Licenses) even after you turn 18, and then after you hold a Provisionals for 18 months, you can finally get a full license. Obviously not having increased penalties would be nice but I'm wondering if Full License status would also reduce insurance rates since it shows that you were able to hold a Provisionals for so long without moving violations and are therefore not quite as problematic of a driver as someone who has not yet passed the 18-month probationary period required for a Full License. Clarification on what a Provisional License is for my age(20): The Provisional License is for all intents and purposes basically the same as a full drivers license after you turn 18 with the exception of enhanced penalties for moving violations which remain possible until you get a full license. I'm just curious if there are insurance benefits that come with a full license as well or if, for some absurd reason, they still base it on the old learners-then-license system, and then they go up after you get a full license because they think you are suddenly unsupervised, which is not the case with a Provisional License moving up to a Full License.

my girlfriend is looking to buy this car, and we took down the VIN number, so we can look up the history on it, to make sure it's good enough to be bought, but i was wondering if you guys knew any sites that had FREE vehicle history report, that you typed the VIN # in, and didn't have to pay for. because auto check, and carfax and some other one, you have to pay monthly for. and i think that's absolutely ridiculous. i just wanna look it up real quick, and that's it. thanks for your help, guys. =)

Is this fronting or just cheaper insurance?

Now I know the idea of car insurance fronting is putting myself as a named driver on my parents insurance when infact I am the main driver... but hear me out on this: I'm a 22 year old guy and I've almost finished my lessons now. And getting my own insurance plan has been quoted to me at anywhere between 3000-5000 on a 1.0l Corsa/Micra with third party cover (which apparently have THE lowest insurance currently in 2011 for young drivers) But Compare The Markets quote site has this one option; If I make my dad the insurance policy holder, and I get added as a Named Driver... it gives the option Main Driver and I can be selected, and low & behold the insurance quote drops to 1800 Is this still fronting? and therefore illegal? I mean, I AM listed as the main driver... its just my dad will be the policy holder. Many thanks in advance from a (maybe) new driver! :)

Since 2006, I have gotten 3 speeding tickets on my record, and 1 citation for getting into a turning lane too early (3-pointer). I got a speeding ticket in march 2006, february 2007, and december 2008. I got the last turning lane citation just a few weeks ago. I am going to court for both recent citations (from December 08 and a few weeks ago) pretty soon. I will use a no lo contendre to reduce the points on one, and ask to do community service or take a class to reduce the points on the other. I understand that most car insurance companies look at both POINTS and OFFENSES. I am with Liberty Mutual right now under my parent's family plan and since 2006, NONE of my tickets have affected our insurance. I want to take precautions and see who can quote me for having a poor driving record as I mentioned above. This year just might be the year Liberty Mutual will review my record and then, BOOM...rates are sky high. I want to responsible about what I did and get on my own plan soon. What I did was irresponsible and stupid and I am DONE making mistakes on the road. I currently have home insurance with Allstate. My car insurance is with GEICO. I want them to stay this way. However, Allstate has written me and told me that I must have my home and cars with them or my home insurance will be dropped. Are you in a similar situation? Are you going to stay with Allstate or go with another company. By the way, Allstate is merging with Universal.
